Well, I suck at drawing. Someone needs to make a website where you can make character rosters.
At the very least, I'd imagine you'd need a basic knowledge of image editing programs like Photoshop, or GIMP.
If you looked well enough you might be able to find a template or a sheet online you could use to help make a custom roster.

You can also make sort custom rosters by softmodding your Wii, but that's complex
