You could say that it's both. Interestingly, while Metal Mario is a separate character in Smash 64, that's not the case in the sequels; he's simply Mario with the Metal Box effect permanently active.
Rosalina has gotten some love, but not always for the right reasons. For a more recent example, Mario Strikers: Battle League has been treating her like some sort of sassy *****, which really derails what her personality is supposed to be like.
I did modify MK8D's traction physics to make the Traction stat have a greater degree of importance. If your combo's Traction is too low, then it's going to have a rough time drifting on slippery terrain. And of course, higher traction equals less speed lost upon going off-road.
Traction mechanics are exactly the same as in the original Mario Kart 8, so no, Traction is just as expendable in MK8D. In fact, the difference between low traction and high traction is so tiny while on sand or ice that it hardly affects your combination's overall performance at all.

Pretty much this. If you were to look at Rosalina's stats, it's possible to buff up her strength and speed without too much trouble. However, if you're aiming for speed and passing, that's a somewhat trickier endeavor. And it gets even harder if you're looking for a good technique stat as well.
Stat customization is also much more limited than people realize, since you don't exactly have full control over which stats you want to sacrifice when boosting a stat.
It's also worth noting that there's a big difference between base games that are fully playable, and the ones that are flat out broken. One just has to look at past base game release disasters, such as Sonic 2006, Fallout 76, and even Cyberpunk 2077. Now THAT is unacceptable.

In Mario Kart 8, Tanooki Mario and Cat Peach both sacrificed some weight to boost their acceleration. This means that Tanooki Mario is slightly lighter than Mario, while Cat Peach is slightly lighter than Peach.
Ironically, Metal Mario and Pink Gold Peach can also be considered wasted slots to some people. But the reason why they're separate from Mario and Peach was because of the significant weight differences. Heck, even Tanooki Mario and Cat Peach were treated as separate characters.
It still boggles the mind how people consider the Koopalings as being wasted slots. I mean, before Mario Kart 8, they were never playable, so it felt like a big opportunity to give them more attention.
After playing around with Mario Kart 8 Deluxe's online races, it's good knowing that the races are actually playable. Whereas, the online races in CTR: Nitro-Fueled! are an absolute train wreck.
It's probably worth pointing out that two of the 8 courses that we've gotten so far, did NOT appear in Mario Kart Tour. So the Booster Course Pass pretty much won't be all Mario Kart Tour stuff alone.

You know, it is rather surprising that not every game that contains microtransactions would be vulnerable to that kind of law change. What Activision did to CTR: Nitro-Fueled! was just inexcusable, even if the Pit Stop contents were merely aesthetic.
Got to play the DLC tracks earlier. 3-starred the two cups in 50cc, 100cc, and 150cc, but during the 150cc Ninja Hideaway playthrough, I did end up dodging a bullet with a CPU driver whom kept chasing my tail.

At least the Koopalings are not joke characters, and they have different stat spreads. All the Yoshi colors share the same stats as the default green Yoshi; this also applies to the alternate Shy Guy colors.

Right now I'm more curious about how the gear customization will play out. I'm certain that each character has his/her own default stats, but since all stats are ranked out of 25, we'll have to see if we're able to replicate the stat spreads from Mario Strikers Charged.

Good to see that Mario Strikers is coming back, but it does feel kind of mixed, seeing as the Kritters are now surpassed by Boom Booms.
As for the track expansion packs for Mario Kart 8 Deluxe, that probably should've been saved for the next Mario Kart installment.
So Boom Booms replace Kritters as goalkeepers, and the game sacrifices team sidekicks by letting you make other captains your teammates. I don't know what to think about this approach, but we'll likely learn more as we get closer to the release date.

Yesterday I completed my second pacifist playthrough in Undertale. Unlike the first playthrough, however, I did check out the extra contents that became available after beating Asriel.
Double Dash!! did offer a rather unique heavyweight kart with the Boo Pipes. We haven't seen any large vehicles that greatly excel at acceleration since then; the Offroader and Wario Bike do have decent acceleration, but they still pale in comparison to how quickly the Boo Pipes can accelerate.
The mainstream Super Mario series has never really been story-oriented. If anything, it focuses more on just the game play, which isn't necessarily bad when you consider that story-oriented games can be rather infamous for throwing cutscenes that can't be skipped at players.
