I think it's pretty clear that it's the capacity of WiiU which allows all Koopalings to be in Kart 8, so we shouldn't confuse it with handhelds. You may either ask them to appear individually, or just wait for the next generation of handheld.

It depends. If they're not exclusive to a specific story scenario, many of the RPG characters can appear in other Mario games.
For Rosalina, she can be in RPGs. More clearly, we don't see more Mario regulars having important roles in newer Paper Mario titles.
