Its name contains "DS" therefore it is just a revamp of the DS and not a new handheld just because of the name.

To be fair, it was virtually impossible to make backwards compatibility with GSC happen so you can't blame them for that.
Well, they were heavily emphasized in the previews leading up to the game and were even in the game intro and instruction manual.
It's basically Nintendo saying, "Guys, look! We got third-party characters in this! THIRD-PARTY CHARACTERS!"
