My Luigi bias says Option 3 (especially since I wasn't around when the Year of Luigi happened), but frankly I think it would also be interesting to have a Year of Peach or a Year of Bowser, so I'll say Option 1.

For me, Option 2. I like seeing Pauline around, but I don't think she should be playable in the mainline games. I wouldn't mind if she appeared as an NPC in the mainline titles though, like in Super Mario Odyssey.

I'm currently maining Bowser. I'd like to learn Luigi more so I can main him, but I'm so accustomed to Bowser at this point that he'll probably be the character I use the most anyway. Besides him, I also use Mario, Luigi, Yoshi, Donkey Kong, and Kirby quite often.
