Well, more "neutral" in the sense that they didn't particularly have any personal vendetta or biases against anyone (bar Mario because of Odyssey) or alignment towards good or evil, but rather in their head, they're simply doing their job and what the contract says and don't particularly care...
While the Broodals aren't exactly fond of Mario, especially after the events of Odyssey, they aren't actually evil, they are neutral guys who were simply doing what Bowser ordered them to do, which was to plan the wedding and impede Mario from interfering. They didn't even know of Bowser's plan...

Sure, she’s a bit hot-headed and aggressive, but she is shown to be rather nice, outgoing and friendly person, and unlike Peach, she doesn’t get kidnapped every Tuesday and she can deal with threats like Bowser just by a mere slap.

Pretty much. Of course, there were other factors, such as R.O.B, the NES' marketing and it's untraditional design, amongst other things. But it was undeniably the original SMB and it's massive success that begun the road to video games becoming profitable and prominent in North America again...
Sure, a proper sequel to SMB2USA would undeniably be a breath of fresh air after the NSMBs and Makers and it would be great to see the likes of Wart and co again.
Plus. Mario 2's gameplay and mechanics has tons of potential that could be expanded upon and refined for future games.

I don't know about you guys, but I'm just happy Peach, Toad and Toadette are playable to begin with.
Like this is the first time in almost 30 years that Peach has been playable in a 2D Mario game (Super Mario Bros. 2 USA came out in 1988.) And plus Toad and Toadette are so much better additions...
What's really sad is that if Archie could've just waited a couple of more years, Nintendo would had most likely said yes to this. (Considering that they're now more open to using their IPs in other forms of media then they were back in 2013.)
Considering that most of the main cast, while they put their own thing, did resemble their game selves to some extent, Yeah DiC Bowser definitely stands out like a sore throat. (Especially when the Koopalings and Yoshi came in the later seasons, Which looked even more like their game selves.)
