That I cut up 1 waddle dee then move to fortress picture with background,

How I can do that?

I think she meant Seashore?

GIMP is open source so yeah, it's free. I don't know how to install it on a mac; http://www.gimp.org/macintosh/

Open-Source doesn't mean it's for free, it means your Source Code is available to everyone.
Installing on a Mac is as easy as a simple drag-and-drop to the Application folder.

If they also provide free binaries and don't force people to compile it I think that's free.
 
The are some software that are Open-Source, but you'll need to pay for, like Red Hat Enterprise Linux, for example.
 
Don't enlarge your pictures, it looks extremely blurry.
 
Protip: Don't feed the trolls.
 
As a rule of thumb, NEVER enlarge sprites. I guess there are some exceptions (like fine-tuning the lines yourself.)

I would recommend RotSprite but I think it only runs in Windows.
 
First timers always take long to do something.
But don't worry, I'm not creative at all (I'm more someone to work in the codes and command lines, rather than "Photoshooping").
