I can see how it's a liiiittle inappropriate, but not that inappropriate.
 
I don't know how it works with Sigavatar, but if you're using an actual Application for this, you can simply delete the image.

Bare? I don't think they were bare, but I have seen such avatar. If one person finds it inappropriate, I guess that's reason enough to remove it.
 
IMO, hiding even one adult image in a large amount of rotating avatars should make the perpetrator suffer SEVERE consequences.

how does that pic qualify as pornography or nudity, she's not naked. :|
 
In fact, if NSM is complaining here about one of Zero's avatars, why didn't he complain about the image that was once in Tabuu's signature over on the Userpedia forum? That was a lot more inappropriate than this.
