This article say how can scape the King Boo of the portrait after be defeat by Luigi.

Scape:
He scape with the help of Bowser Jr he get in freedom of the King Boo when he steal the Magic Brush of the E. Gadd lab.

Chang of crown:
He change his crown because whn he was aspirate with the Poltergust 3000 he lost his crown

I don´t know how he change his form.

He's talking about how King Boo escaped from the portrait he was in to make an appearence in Super Mario Sunshine.
 
Maybe it's just an "New" King Boo since the Sunshine one looks VERY different from the old one, unless...

At the Casino, King Boo got drunk. Thats why his tougue was sticking out. He also got fat from eating too much food. After King Boo recovered from being drunk, he had liposuction done. King Boo vowed never to get drunk again. And that is how King Boo changed forms... I dont know how he escaped from the painting though.

There may be qiute a few King Boos, each one patrolling a certain haunted house, from the Casino to Luigi's Mansion.
