The half-vote things and/or the revoked vote is just a punishment put on (If the hoster of the game put in strict rules on it has that.) players that might not just vote but insult a character they find idiotic, overrated, etc. All players should assume they can be punished if they're in anyway insulting a character unless the Host says that there's no rules on the issue. I don't think making the mistake of forgetting to put the other vote in even if they don't vote is as punishable as an offense in these kind of games. Though I'm not in control of this game.
