To avoid making a new topic which would just be spam, really. It's okay to bump if you're contributing to the topic, I think.

It would be better to make a new topic. Bumping topics that old is not a good idea.

I've noticed that when a topic get bumped sometimes people will say stuff like "why did you bump this". One thread that was recently bumped was locked for exactly that. So it would just be better to make a new topic.
