Even the supposed WTF characters had some Nintendo relevence in Nintendo's history. Mr. Game and Watch is obvious for being the character in nearly every Game and Watch game. ROB helped the NES become a success and may have even helped save the Video Game industry as a whole. I also kinda consider Ness the WTF character of the original SSB, but he's a beloved character from a real popular RPG game now.

Non-Specific Action Figure wouldn't have any relevance other then he appeared in a Nintendo commercial.
 
I'm gonna go with Little Mac. A boxer in a fighting game just makes all kinds of sense.

It'd be cool if Bald Bull was playable, as well.
