For Pokemon, Oshawott. When it was revealed, I kept hearing about people complaining that it was underrated, but I haven't met any people that hate it. (kinda like the Luigi situation)

Definitely Shadow the Hedgehog. At BrawlVault, he has like a million hacks, which is pretty much blasphemy since most character hacks have like, only 1 or 2 at most in quantity. There is more evidence than that, but I'm not willing to list them all.
