Mostly beacuse Yoshi series is a prequel story, where characters are same with the main series, and no exclusive important characters like kongs or warioware members in other series.

Kamek is the only character that comes close to being important
 
They should work like the Ice Climbers because they'd end up like clones if they were separate

Despite thay Kamek does a lot with Yoshi games, if he also appears in the original story, he's not prior to Toad or Daisy.

Because she's usually paired up with Yoshi.
 
She fits better with Yoshi than with Mario and Luigi and company, in my opinion.
