Your roster is alright for the most part although there are some very unlikely characters there. One thing for soure though is that there is a 0.001% chance that the Harlem Shake will be in Smash 4.
 
NSY: I actually think there's a chance we can get both Mewtwo and Lucario. Mario already has 5 reps comfirmed. If the Pokemon representation is Pikachu, Jigglypuff, Pokemon Trainer, Mewtwo, and Lucario. It will be perfect, as not only is Mewtwo coming back but he's also technically the representative of the newest generation with his X and/or Y forms.

Lucas I don't feel like is a huge candidate for cutting

And I think you're underestimating Fire Emblem's popularity a bit. I think three reps is possible.
 
Mario: I don't think any series will go above five reps this time around. Even if Mario does get a fifth rep, I don't think it would be Paper Mario.
Pokemon: See above. More likely than not we'll just see the Brawl cast + Mewtwo.
Zelda: I don't think this will even get five reps. If it does though, Toon Zelda is the most likely character, so I'd at least drop Impa.
Donkey Kong: I have to disagree with NSY on this one. I think there is a decent chance that we get both Dixie and K. Rool.
Retro: Duck Hunt Dog's not impossible but I think Takamaru and Mach Rider have a better shot. Possibly Lip too.
Third Party: Yeah, Sora's not happening.

I'm kind of iffy about FE at this point though yours is possible. Everything else I agree with.
