Cannot reply to youtube comments?

This only happens with some comments. For example, on my old Fawful for Mario Kart 8 video I have a guy with the username Iggy Koopa trash talking me and saying "the roster's confirmed, idiot." I would like to reply to his comment and say "This video was published last year" but there is no reply button. Even when accessing the comment on my phone, the "reply" button is grayed out. Why is this?
 
If that comment was made before the recent overhaul to the YouTube comments system, that's why. You can no longer reply to comments before that change for reasons I don't personally recall, if they were mentioned at all.

Well, I wouldn't really know then. Maybe he blocked you (a bit of a stretch but I wouldn't be too surprised) and the inability to reply is an effect of it?
 
Another of his comments has a reply button though, but it was him replying to somebody else's comment on my video. The main comment he posted that wasn't a reply doesn't have the button.

EDIT: never mind, I found it

and although I didn't leave him a message on the one that I couldn't reply to, he did leave a different message, which I responded to veeeeeerrry nicely. :)

As for your situation, this doesn't make much sense, frankly it seems like it's a problem on youtube's side. I can only guess that his message was flagged for spam or some such thing, and that's why you can't reply to it.
