I'll say it again. If Sakurai wants Jigglypuff, Mewtwo, and Sceptile in Smash 4 together he'll add all of them. However, Jigglypuff and Mewtwo should have priority.

imo, Sceptile should have top priority, then big gap in priority, then Zoroark should have second priority, then Floette should have third priority, and then Mewtwo should have fourth priority, and then Jigglypuff should have fifth priority.

Why should Zoroark and Floette have priority?

Zoroark was requested as a fifth generation rep in the pre-trailer days, but after the confirmation of Pokémon X and Y his requests stopped almost entirely. Anyway, he was shown in Greninja's trailer along with several of the Pokéball Pokémon. As for Floette,

despite being a major part of AZ's story, it was not seen until the post-game after you battle AZ. It does not play a major role in the overall game. Besides, Jigglypuff would represent the Fairy-type instead.

Jigglypuff should have top priority due to being one of the Original 12 and a Fairy-type Pokémon. Mewtwo is second since he would be a Melee veteran and is one of the two most well-known Legendary Pokémon (the other being Mew). Sceptile has some priority due to the remakes and the starter triangle, but it is not as important as Jigglypuff or Mewtwo.
