How do I get 3DS pic online?

Please tell what you mean when you say "3DS pic".
Assuming you mean screenshots you can make with some software, go to a image hosting site with the 3DS and upload it there.
You can also take out your SD-card and upload it from your computer. Screens are saved in the DCIM folder.

In the new update, click on the home button with a wrench on the Home Screen, near Game Notes, Friends, Notifications, Internet Browser, and Miiverse. Scroll down to see Nintendo 3DS Image Share. You need Twitter or Facebook. Follow the steps and you're done! What I do afterwards is save the picture to my iPad, delete the tweet, and go on imgur.
