My reason:

It doesn't necessarily have to be Toad or Captain
Toad, but a Toad character has been a major
playable character in a lot of recent Mario games
and he's the only playable character in Super Mario
3D World that isn't playable in Smash Bros. 4. Yeah,
there is a Toad for Peach's neutral special, but that
can be reworked, I'm sure.
