So the head of Xbox just said that he thinks it would be cool if Banjo was in as DLC. This pretty much confirms it right?

This is far from confirmation. Phil Spencer merely expressed interest in the idea. There's that tiny chance something could come out of it, but don't get your hopes up too much.

I don't think them saying they think he should be in automatically means it's confirmed. That's like Square saying "It would be cool if Sora is added" and I would be like "Oh my God they want Sora in! Sora confirmed! Sora confirmed!"
