Depends on what kind of skin you are aiming.

I wouldn't go hunting for human skins.
Chrome skins change how Chrome looks and can be found in its webstore.
Firefox skins change how Firefox looks and can be found in Mozilla's Add-On store.
Website skins change how a website looks and it depends on browser and website where and how you set them.

So yeah, pick one.
