What manga is this "Waluigi" image from?

I have been looking for the 1994 manga that this concept of Waluigi is from for a while now and I can't seem to find it.
Please help me if you can.

The art looks like KC Deluxe to me but I leafed through the whole Wario's Wood and Mario vs Wario issues and I couldn't find that panel. The issues are long enough that I don,t have the patience to do the rest. If this is a lead to you, you can look for yourself here.
