Oh, you just get those when you set an animated .gif as your avatar, either through direct links (such as https://www.mariowiki.com/images/0/0a/BabyLuigiDance.gif ) or through uploading them.

Sometimes, the forum uploader conks out and you have to upload your .gifs through an image hosting website (such as imgur) and direct link it through there.
