Ah, not sure if Paint.Net does a great job recoloring, but I know GIMP offers a means of coloring characters. What I do is make a selection and then adjust the colors via hue/saturation tool; I think it's better to grayscale the selection + increase contrast so it turns white, and then paint over it via blend mode, but I know I traditionally just tinkered with the hue tool.
