I've only played that and a bit of 2. Didn't like 2 because you picked a fraction and couldn't answer all the phones. Yes I live in 1999.

That's pretty typical of GTA Online. And I wouldn't blame modders, I'd blame the poor infrastructure of online that's complacent with cheating. Finally, I can't say for sure if it's "modders" since the most popular tool to mod, OpenIV explicitly is disabled while you are playing GTA Online.

GTA Online just isn't good overall. I like FiveM much more.
