No. I'm in the middle-late stages of my first playthrough of the 3DS remake (released 6 years ago) at the moment and I definitely feel it's far too early for it to be getting a second remake.
Superstar Saga is also already playable on the Switch, albeit only through the NSO+Expansion Pack subscription and not as an actual permanent puchase like it was on the Wii U.

They remade The Legend of Zelda: Link's Awakening one year after it was re-released on Super Nintendo Entertainment System - Nintendo Switch Online. I could see it happening to Mario & Luigi: Superstar Saga.
