What if the crime gangs was forced to defend SMO Bowser's airship?
After the start of the game, Bowser will present on the gang's leader, then will tell all of his wedding, forces the gangs to protect his airship from Mario and Cappy preventing rescuing Peach and Tiara.
After Bowser allying all the gangs, the gangs started to build resources to defend Bowser's airship from Mario and Cappy (ie. Small Planes).
Fortunately for Mario, this never happended.
