I wouldn't, because they're just appearances by proxies. Even with low-effort stuff like Smash Ultimate's spirits, there was a concscious effort to take that character's PNG and put it into the game. There was no direct effort to represent Krusha and Hogwash in Hey! Pikmin - the developers...

Those numbers are misleading, because those are just for the retail download card in Japan. Being a digital-only game (which the Japanese sales tracker mentioned doesn,t track, at least with no great accuracy) most of its sales would obviously come from downloads. I don,t think it did...
