Scratch is English's host. The honk thing is part of the " Tick tock, break head, honk honk" thing. And his face should look like Cal, Scratch is made from a Cal.

Also this explains the part at 0:00 where the "most important character in Homestuck" watches. It was English through Scratch.

What is it that we already know is true? That Gamzee created Cal, who was cloned, and that clone turned into Doc Sratch, who was killed, and now Lord English has put his presence into Scratch. It seems to me that English isn't a person that already exists, he is a being that has put his presence into Scratch, and when he has consumed the Troll's universe, he will leave Scratch's body, and go find another dead "Host". That is my opinion.

New theory: English is a combination of Rose and that one Prospitian who hides behind the pillar in the playable flash with John and Rose in the Castle.
The evidence is all there.
