I would be suprised if he isn't in because he isn't with Rosalina.

Well, Nintendo couldn't care less about what YOU feel about him. He's a major character, like Rosalina before him, and thus has just as much of a chance of being in as her.

Except that Rosalina had a back story, and actually had something to do with the end of the game.
 
None of those things are present with Lubba, meaning that his past is shrouded in mystery. He merely claims that he met Rosalina before, but never explains how he first met her.

The backstory was kind of snuck in at the last minute...

Also, how weird is it that she's one of the few characters to actually GET a backstory?
