CSS is Stylesheet, but it's in Notepad.
But yes, you can use any picture editor or maker for your website.

GIMP works very similarly to Photoshop. I think you'd be fine with Gimp.

So you're asking if they're the same thing.


Then the answer is no. There are things you can do on both, but unless you specify what it is you're doing, there's no way to answer that question.
