OK, time to over-analyze this!
We have mods that can lock things. If it's a Mafia game, MG1 will surely be able to take care of it, and there are other mods as well that will lock threads if you politely PM them requesting for them to lock whatever thread it may be.
There's a reason a lot of users don't have the ability to lock threads. A lot of them that have had this power have randomly locked threads when they are: in the middle of a discussion; for no reason whatsoever; because they think there's a fight which there rarely is, and when there is actually some sort of problem, that's why we have mods to step in. Case and point: Lily and the other honks. (I'm only singling out Lily because she did it the most, and she's the only one that I remember did it on multiple occasions.)

OK, how is he rude, why did you say "your" instead of "you're", and why did you capitalize rude? And, like MG1 said, if it doesn't matter, why did you ask for it in the first place, and why would you be mad about his supposed rudeness if it wasn't important in the first place?
There are reasons most users can't lock threads and the mods can. They've displayed responsibility and that they have a good knowledge of the rules and can figure out when to lock threads.
That being said, it's too bad Mafia hosts can't lock their threads. I don't think there's a way to create a board in which the creator can lock their threads in that board and that board only. The only way to allow someone to lock threads in specific boards only, IIRC, is to make them a local mod for that board. Pretty sure that won't be happening for mafia hosts.
And that's why the mods can lock things and most of us plebeians can't.
