I'm might delete it because it is not officially licensed (but it's safe to assume it isn't), it is unconfirmed, and the Baby Waluigi is inaccurate.

^I think that should indeed happen. There is a discussion in the Waluigi talk page; however, as of now no action has taken place to removing the information.

If it has been agreed to being "fake", then the information should be removed.

I removed the information. I am highly skeptical, and I think this Baby Waluigi is just a bootleg. If we can't prove that this is officially licensed, then we can't have it here.
