As much as I would love to be able to play as an hacked underleveled Hydreigon, I sincerely doubt Ghetsis, or ay human Pokemon villain has any chance of appearing outside of a trophy. I agree with everything else, you said though, Minuette.

It's not that I don't see human characters like Ghetsis working in Smash Bros. because I would love to see them.

It is just that I feel Smash Bros. has already focused so much on only pure Pokemon in the past I don't see how a human character will catch the eye of Sakurai instead of say, Darkrai or Arceus. Sure, there's Pokemon trainer, but he is a recurring protagonist which gives him the highest role.
