Probably. Larry's voice is high too, but he's a boy voice, you can tell when he jumps out of the fortress.

Keep in mind that the only ages Nintendo has announced are Ludwig's and Larry's age. Ludwig is the oldest Kooapling and you fight him last in SMB3 while Larry is the youngest and he is the first Koopaling you fight.
