I would choose mewtwo, but Arceus feels more mysterious, so I went with it instead.
Considering the fact that Arceus is the god of all Pokemon i'm inclined to say that it's better by default

Extremespeed Arceus is certainly powerful, but Giratina stops him cold in Ubers while Mewtwo has pretty much zero counters except the King of Ubers, Kyogre.
