No, Superstar Saga was released over a year after Sunshine was.
 
I'm sorry, it's just that I have a annoying habit of thinking GBA games came before Gamecube Games.

Although now that you mention it, its weird that Bowser doesn't recognize his baby self or the similarities with Junior. Even weirder is I never expected Bowser to be mean towards someone a Junior look alike.
