umbreon already learns Foul play via tutoring.
 
Maybe so, but it would still be nice if Umbreon could naturally learn Foul Play, instead of always having to resort to using move tutors.
 
Sorry for double posting, but remember when I mentioned about buffing Deoxys? I was actually able to do that with a White 2 ROM that I got a dump of. Of course, the buffs are only really usable with DS emulators.

Base Stat Values
Normal Forme: 100 HP, 150 Attack, 60 Defense, 150 SP ATK, 60 SP DEF, 150 Speed
Attack Forme: 100 HP, 180 Attack, 30 Defense, 180 SP ATK, 30 SP DEF, 150 Speed
Defense Forme: 100 HP, 60 Attack, 180 Defense, 60 SP ATK, 180 SP DEF, 90 Speed
Speed Forme: 100 HP, 105 Attack, 90 Defense, 105 SP ATK, 90 SP DEF, 180 Speed

All Formes: Neutral Nature + 0 IVs for all stats + 0 EVs
