In partners in time, there's a funny scene where Luigi is at those gates, and I can't remember what happened, but it made me laugh

then there's bowser's inside story, where Midbus is randomly talking, and a dry bones comes in, saying "you rang?" to which he yells "I DID NOT!"

It was just so random how that dry bones comes in and he yells at him.

It wasn't random. Midbus was just stating their names out of context and they'd come in and ask if they were called and Midbus would say "no".
