Uh, it's realistic for the staff to interest consumers. Rather than Peach really wants to invite Wario first before other close firends, it's more like the staff just put someone they wanted randomly. I don't mean Waluigi shouldn't be in SMB or other games. However, in either backstory or Waluigi's relationships, it makes more sense for him to be in Wario games first, if at present he hasn't been in any main games.
