No, still twice. Once for both 3DS and Wii U, and a 2nd time for just the 2nd 3DS. If you mean inputting a code three times yes but otherwise actually purchasing should only happen twice unless you somehow buy Lucas seperately for each system.

$4.99 is the typical price for most fighting characters from what I have seen, and that's only for one system whereas this price is for two. I think it's a fair price, honestly, and considering the game already has over 40 unique characters, I don't mind it.
