With SignAvatar.

You have to register, and it may seem confusing at first, but it's worth it.

I had a rotator a while ago when I had the Soundless Voice theme...

Anyways, I went back to my Soundless Voice theme. I have the name, might as well use it. :P

If you're new or just lose track of names, my original name (Rin Kagamine) is in my custom title AND my sig. :P

It works pretty good for me. That's how my current avatar is.

I was morely referring to how my avatar works as opposed to Signavatar.

No idea about other sites.
 
I found it easy and simple to use
good for making rotating avatars/sigs quickly, but unfortunately not permanently
 
Also, I added 4 YouTube links in my sig.

Just so everyone knows what they are (to prevent people thinking they're bad links), the first one is in the image, and links to the music box version of Soundless Voice and Proof of Life.

The other 3 are in the 3 pieces of text at the bottom. They each link to the respective song with English subtitles.

Also, I'm planning on making a rotating sig, but it probably will only have a few images.
