Yeah pretty much. It's easier than catching and evolving a Metapod, and I think that Butterfree is decent.

Butterfree trainers must hate taking Rare Candies and using it on Metapod.

Rare Candies won't raise your EV Stats, so it's no good idea anyway.
Rare Candies are recommended, after enough EV Training, around level 80.
