I guess he means the thunder coming from the top is descending slower than in Brawl.

Maybe if you provided a source, then they would believe you. Besides, I'm pretty sure some people on SmashBoards have said the opposite, that it comes out faster. They're probably more reliable.

Part 1:

Bowser:
Buffs:
*Attacks are faster over all.
*Dashes faster.
*Launch resistance has been added to some moves.
*Up tilt has more reach.
*Forward tilt is stronger.
*Fire Breath's flames are bigger and appear to cover farther range, as well as the move having a much faster startup and cooldown.
*Flying Slam is more powerful.
*Whirling Fortress is faster and goes higher.
*Bowser Bomb causes much more damage and can even break full shields.
*Second hit of down throw does damage now.
*New neutral air has a bigger and longer lasting hitbox and has less landing lag.

Ike:

*When using Eruption, Ragnell will now shine when it has reached its full power before becoming completely charged, providing an indication of when to release it without suffering recoil damage. Its fire is blue like it was in it's original appearance.

*Forward tilt is ever so slightly weaker.

*Great Aether is weaker.

*Ike is much more buff and his appearances matches his look from Radiant Dawn.

Jigglypuff:

*Rest has been greatly improved since Brawl.

*Pound no longer has momentum to it.

King Dedede:

*Jumps higher.
*Down air is now a single hit.
*New back air is stronger.

*Super Dedede Jump can now bury grounded opponents.
*New down tilt is stronger.
*Waddle Dee Toss has been replaced by a move that exclusively throws Gordos. It involves Dedede picking up a Gordo, and then hitting it with his hammer to hit it across the stage. The Gordos appear to travel slower and are weaker than they were in Brawl, now hit opponents horizontally instead of vertically, and when they hit an opponent, they bounce off them softly instead of continuing on their path. Gordos bouncing off a hit target can be hit again, and they disappear if they land on the ground. It also appears opponents can hit Gordos to knock them back at Dedede, overall it is more consistently reliable than his old side b.
Nerfs:
*Up tilt is weaker.
*Down air is slower.
*Back throw is weaker.
*No longer has his absurd chaingrab.
Other Changes:
*Dedede looks more expressive.
*Forward air now hits from above.
*Neutral air has changed.
*Back air is different.
*Down throw is different.
*Jet Hammer produces much more intense lighting that visually lights up the surrounding areas, and Dedede now visibly sweats with a grimacing facial expression when using the move. Jet Hammer also produces a wind effect, though it's unknown if it is purely aesthetic. No functional differences with the move are known at this time.

Kirby:
Buffs:
*Walks and dashes faster.
*Up throw causes more damage and much more knockback.
*Dash attack is stronger.
*Down smash, forward aerial, and back aerial deal slightly more damage. Back aerial has less base knockback but more knockback scaling, making it more effective at all percentages.
*Up Smash is stronger and faster.
* Kirby's Hammer Flip (formerly known as Hammer) can now charge up and release a fire attack. Kirby can move around while charging it, and keeping it at full charge will deal recoil damage to Kirby, similarly to King Dedede's Jet Hammer.
*Down tilt and pummel are faster.
*Kirby's air speed is faster.
*Down air is now a meteor smash with less start-up lag.
*Final cutter deals more damage.
*Forward Smash is faster.
*Ultra Sword is his new final smash and is much stronger.
Nerfs:
*Beam from Final Cutter goes shorter.
*Forward smash goes a shorter distance and is weaker.
*Moves using feet have shorter reach.
*Grab range is shorter.
*Up tilt, up air, neutral air, and dash attack are weaker.

*Inhale has a whirlwind-like cone which bears a likeness to what is seen from the move in Kirby Triple Deluxe. It also produces a sound effect similar to Kirby's inhale SFX from Kirby's Dream Land.

*Forward tilt is faster.
*Clawshot goes much farther.
*Grab aerial comes out much faster.
*Gale Boomerang has its tornado come out upon returning, and has better damage and knockback.
*Hero's Bow charges faster.
*Bombs are stronger.
* Link's Dash attack is now the Jump Attack from Ocarina of Time. It is capable of hitting both horizontally and vertically depending on placement of the hitbox, and appears to have been strengthened.
*Up aerial has changed from its Zelda II: The Adventures of Link animation to a very wide scissor kick. It appears to have quicker start up and also a smaller hitbox, as the size looks very different than before.
*Down air is now a meteor smash.
*Spin attack is stronger.
*Master Sword seems to be larger, improving reach.
*Link seems to be faster and has less lag overall.
Nerfs:
*Hero's Bow is weaker.
*Bombs are more effected by gravity.
*Triforce Slash is much weaker.
Other Changes:
*Sleeker design overall.

Lucario:
Buffs:
*Force Palm is faster and larger.
*Aura Sphere can get much bigger than before.
*Down air has little to no landing lag.
*Up tilt is faster and stronger.
*The distance travelled by ExtremeSpeed is now dependent on aura, with its distance being able to travel beyond whole stages at max power, capable of launching the player out of the arena if they aren't careful; this is a significant buff that will improve Lucario's previously poor recovery and help increase its survivability at higher damages. It is unknown at this time, however, if this will mean the move will gain shorter distance at lower damages than it did in Brawl (which would make Lucario more vulnerable to gimps at low damages). ExtremeSpeed also now has visible aura streams shooting out of Lucario's hands as it uses the move, though it's unknown at this time if this will mean that ExtremeSpeed will now have Hitboxes. It additionally appears that ExtremeSpeed can be cancelled into an attack, or Lucario now produces a moderately powerful kick when contacting an opponent with it.
Nerfs:

*Up taunt has more aura visuals.
*More visible aura effects when at higher percents.
*Double Team now causes Lucario's eyes to glow when it connects.

Toon Link:

*Toon Link appears to dash faster.
*Hookshot grab has significantly less ending lag, and follows a straight path like Link's hookshot in Super Smash Bros. 64. It can also latch on to ledges from a much greater distance.
*His grab aerial comes out much faster.
*Up throw has less base knockback.
*Hero's Bow charges faster and travels further charged.
*Boomerang travel a longer distance.
*Forward smash and up tilt have been sped up.
Nerfs:
*Down throw has higher knockback growth, limiting its use at higher percentages.
*Down aerial now goes straight down through opponents, rather than bouncing off them when contact is made.
Other Changes:
*Spin Attack now has a green sword trail.
*Down smash's first hit has higher knockback growth, limiting the move's damage racking utility but enhancing its KO power.
*Side taunt now shows Toon Link looking at a fairy.

Wario:

*Wario's forward-smash is no longer the shoulder bash, and instead is a backhanded punch, which has more range.

*Wario's up-smash is replaced with a head butt similar to Mario, Luigi and Dr. Mario's, which is stronger.
Nerfs:
*Wario Bike can no longer be broken into pieces. This means he no longer has tires to throw.
Other Changes:
*Has less jerky animations.

Yoshi:
Buffs:
*Neutral attack hit 1 can now set up moves more reliably, particularly up smashes.
*Back aerial now has a more accentuated final hit.
*Forward aerial, as with other meteor smashes, is much faster.
*Down aerial's final blow now hits grounded opponents horizontally, which should make the move safer to use on grounded opponents. The animation is also significantly faster.
*Yoshi's tail appears to grow larger for his tail based attacks, apparently increasing its reach.
*Yoshi is now able to jump out of shield, like in Smash 64.
*Egg Throw now has a small rainbow trail added when Yoshi throws the egg and they travel faster.
*Forward and down tilts have been sped up.
*Down smash has stronger knockback.
*Down air is stronger.
*New dahs attack has increased range and less lag.
Nerfs:
*Up tilt, neutral aerial, up aerial, forward smash, down smash, down tilt, and Egg Throw all deal less damage.
*Down aerial has drastically less damage potential, and its final hit sends aerial opponents upwards, removing its potential of drilling offstage opponents.

*Forward tilt, up smash and neutral aerial have been buffed.
*Nayru's Love has been sped up.
*Din's Fire will receive additional buffing, with its explosion now growing larger the longer the move is projected, and it'll now have a more powerful sweet spot at the center of the explosion, though the extent of the sweet spot's power and the explosion's greater potential size has not been explicitly stated.
*Has lost the ability to Transform into Sheik, with the latter becoming her own separate character. To replace Transform, Zelda has a new down special move called Phantom Slash, where she summons a Phantom Armor that shoots out like a projectile, before materialising and attacking. It can also block attacks, and it appears it can be charged to summon the Phantom at farther distances; the Phantom can be reflected as well.
*Up aerial deals 1% more damage than in Brawl.
*Down aerial's sweetspot deals 3% more damage, and appears to have a slightly longer horizontal range.
*Down tilt has slightly longer horizontal range, and noticeably less ending lag.
*Sweetspotted dash attack deals slightly more damage than in Brawl. It also appears to have strengthened somewhat.
*Farore's Wind has a lot of power now.
Nerfs:
*Nayru's Love is weaker.

Other Changes:
*Zelda seems to have gotten a new air dodge animation. She now does a pose similar to Zero Suit Samus's air dodge's pose.
*Zelda has a new sidestep pose. It now resembles Peach's.
*Forward tilt has new visual effects to match its slash effect.

Zero Suit Samus:
Buffs:
*She wears jet boots, which visibly flare during her kicking attacks, which has been stated to buff the power of such attacks.
*Her whip appears to have a slightly longer range.
*Zero Suit Samus appears to have a new grab aerial, where she fires her Plasma Whip forward. It appears to have long horizontal range and no landing lag.
*Zero Suit Samus appears to have a new up special, where she performs a dive kick that goes upwards. When used on opponents she performs a powerful upward kick, then a spin kick to send them flying.
*Zero Suit Samus has a new Final Smash involving her jumping into her Gunship and firing from the front of the screen, similar to Snake's Final Smash in Brawl.
*Her down throw appears to have been sped up.
*Back throw deals slightly more damage.
*Flip Jump can now bury opponents.
*Dash attack is stronger.
*Down smash is faster.
Nerfs:
*Dash attack has less range.
*Her down smash appears to have less hitstun. It also deals less damage, now dealing 8% uncharged as opposed to 11%, seemingly weakening its utility.
*Up aerial, back aerial, and Plasma Whip deal less damage.
Other Changes:
*Zero Suit Samus fires Paralyzer in an altered pose.
*Zero Suit Samus has a new forward smash, which is now a double kick forward.
*Flip Jump now produces an afterimage graphical effect.
*Dash attack has new animation.
 
Wario third jump being Rabbit Wario, his rabbit ears hit anyone who gets close to.
