Torterra has 56 base speed
Jigglypuff has 20 base speed

I got it wrong with Pichu though, since I expected it to be slow because it's an NFE, a first-evo baby Pokemon. It has 60 base speed, so it's just slightly faster than Torterra

Here's an answer to your question: We have a fire type and a water type, all that's missing is a grass type and he fits. Also generation 3 remakes are coming and we don't have a 3rd gen rep in Smash yet

If Sakurai wants Jigglypuff, Mewtwo, and Sceptile in he'll add all three. Maybe the in-game version of Greninja's trailer could show Sceptile at the end for a few seconds in a style similar to how the female Robin was shown.

Base stat mean nothing in Smash Bros., if it was tha case, Mewtwo would have been faster and more powerful than Pikachu.
