Mario and Bowser and Donkey Kong excluded because, well they are extremely major characters in some way and the first and last have already passed their 30th year.

Now I could see the Year of Toad being very likely. You need to remember that there are other anniversaries for Nintendo franchises, though.

Well you can't really have more than one ''year of something'' because the entire point is to focus on that one thing.

focus on that thing within the franchise. Did you see any Luigi references in Pokemon X/Y or The Legend of Zelda: a Link Between Worlds?
 
Did you see anyone celebrating the year of the tiger during the year of the dragon?

Thats how these year of things work, its to put emphasis on a specific thing. Luigi got various games devoted to him, special merchandise, and special events. You can't have multiple years of something at the same time, it defeats the purpose of special years.

I don't want it to become a pattern. I would not want too many years where all we get are games for that character. I mean, one or two close together are fine, but 5 close together is just too much.
You listed like 20 close together, that's not going to work out very well. And some of the characters aren't really that important.
Sorry to brake it to you, but Daisy is not breaking out of the spinoff only category. This coming from a Daisy fan. I would like to have her out of it, but knowing Nintendo, it probably won't happen.
