That's a power-up. The wiki just has a character article for him because they gave Mario a power-up and made him exist alongside himself. In my headcanon Metal Mario will always be Mario with the metal cap.

You seriously think Metal Mario being added in MK7 wasn't a reference to the power up from SM64?

Can I assume that Giant Donkey Kong is a reference to Donkey Kong 64, where one of the potions causes the player to increase in size?
