Hyrule Warriors Producer wants to make a Super Mario Bros. Warriors game.

I think he meant Bowser as a stage. Which would be weird if Bowser was playable

You can fight inside Buu's body in one of the Dragon Ball games and Buu is playable. Doomsday can appear in the background of the Fortress of Solitude stage in Injustice even if you do a Doomsday vs. Doomsday match. This type of stuff is not that uncommon.
