Can't you just go back to snowman's land? (Or maybe even Shifting Sand land?)

I can't find it. I've looked everywhere.

Did you lose it in Snowman's Land? A snowman might have it on its head. Otherwise you can just get another star and then talk to the toad in the foyer.

The Toad doesn't have my hat, and I've looked everywhere in snowman's land. Can't find it.

Look for that Bird in Shifting Sand Land, its usually there in the DS version (as long as you dont choose the level where the star is in its talons.)

i have the 64 version on the wii

i lost it in snowman land

why would it be in sand land

Because if it works in the DS version, it might possibly be there in the 64 version.
