Except it's been shown in several cases consistently that it's his clothing so....

Unlike Toad, where it's more inconsistent and sporadic.

Well then I'll say that Mario's hat is part of his anatomy too.

We don't take the cartoons seriously. I always thought the mushroom caps are akin to hair on humans.
 
There have been instances of Toad removing his hat, but there have been no instances of an inability to remove it.

Yet there is no evidence of Toad's hat flying off his head in the games unlike what has been demonstrated with every single plumber character who wears a hat (referring to Mario, Luigi, Wario, Waluigi, Baby Mario, and Baby Luigi)

He gets his hats a size smaller because he's insecure about his baldness.
 
Even if the hat is a size smaller, it should still fly off his head.

And this whole "glued to his head" nonsense is harder to believe than simply saying it's part of his anatomy
 
When I jump with a hat on, it doesn't come off.

But I probably jump lower than the Marios.

Just like Toad does.
 
And yet it doesn't fly off Toad's head when he dashes and we all know he dashes faster than the Mario Bros.
 
Yes, being a baby and all, of course he'd be kinda dumb. But I think he's smart for his age.
 
I also believe the mushroom caps are physically part of the Toads and can't be removed - any cases of caps being removed (not including alt-media) are actually prosthetics, or cases where a human or some other species is wearing a cap like a Toad for one reason or another (like Peach's dad in the comics).

A (somewhat convoluted) compromise idea could also be that they're like Koopa Troopa shells and are part of them and grown by them, but are attached via hammerspace magic rather than physical flesh and blood and so can be removed (for short periods of time, at least).

But yeah, either way, they ain't hats.

That makes sense, but now my entire explanation for Toad having a blue cap in Super Mario Bros 2 and 3D World is thrown out the window.

Mario doesn't have an established canon, but you can personally dismiss it if you want.
 
Even the games aren't consistent, though.
 
I consider the games to be canon, although often with a grain of salt (warping the maps to fit together; choosing one version in cases like the three MIM! versions and branching RPG conversations or Wario Land ending, etc.; novel game orders; and so on), while the comics and other alt media are just that: media based on the actual Mario & co.'s stories. Like docudramas, biopics and historic fiction and whatnot, only more about entertainment and anti-Koopa propaganda rather than accurate facts.
 
I know someone already brought this up, but a pet-peeve of mine, is the interpretation of drugs (in the form of mushrooms) taken by a real person as a reason for the Mushroom Kingdom's existence. It felt really cynical and while I get that the interpreter is going on a more realistic angle, it doesn't really feel coherent and felt like inorganic reasoning.
